Though it is not recommended, you may go to WordFence -> All Options -> Enforce strong passwords (scroll down until you reach Additional Options)
Untick the checkbox, and click Save Changes in the top right corner.

it is important that the administrators have secure passwords but that wordfence also obliges users to have complicated passwords is not good in an online shop.

Imagine you are buying something from an online shop. After a few days, you go back to the website to checkup on the status of your order.
Oh no! Your account has been hijacked, and you have to jump through hoops in-order to reset your account.
You were just trying to check on your order, but now you have to waste time to reset your account.
Imagine if you were a customer, would you go back to that website to shop again?
Maybe not, and that’s why WordFence by default requires both users and administrators to use strong passwords.
