Disable sub menu's top-level link

I am using the Twenty Fourteen theme and the only way I could figure out how to set up sub-menu items in my menu was to add a blank page to the menu, naming it the text I want in the top-level menu and then adding that page to the menu and putting the sub-items below that.

If that’s the way to do that, fine (kind of a weird way to set up menus, though…), but now you can click on the top-level menu and be brought to the blank page created for the top-level menu item. I just want to be able to hover over the top-level item so the sub-items drop down.

What’s the correct way to do this?
