Please turn on the debug mode in the plugin settings. The debug data will help you to find out the root cause of the problem.
Also, the rates are not coming because of the erratic test servers of DHL.
Usually, the test servers of DHL are erratic and do not return rates.
However, production servers work without fail.

I have the same problem – – I just started a new thread, then saw this. In our Woocommerce, DHL is NOT listed as a method for us to select even though it’s in there, configured, enabled, etc. The UPS method shows up and is “selectable”, but no mention of DHL. It is listed in some areas (under the main shipping config area), but doesn’t show up where we configure the shipping methods for various shipping zones. What are we missing?
