WooCommerce changes the button based on if the product is a simple product and can be directly added to the cart, or if it’s a variable product – in that case, you’ll need to go to the product details page to choose the variation. In both cases, clicking on the image will take you to the product details page.
You’ll see that if you have a mix of products, both types of buttons will show up:

In short, it sounds like you’re working with different types of products, which changes the button’s text and behavior.

I Just tested using a fresh install of WordPress and WooCommerce (both fully updated and no other plugins).
WooCommerce gives you the ability to define what the text will be on the product itself.
By default it was Buy Product.
