Design Setting Layout issue

I am trying to create a new page layout in Design settings, but do not have the ability to drag and drop containers or sidebars.

When I try to drag an item in gets moved down to the bottom of the list and the width gets reduced.If I drag more items they pile on top of each other at the bottom, but never go into the layout box.
