Not sure if you mean separate orders (as in, repeat visits to purchase) or multiple items within the same checkout…
If you mean repeat visits/subsequent orders: Unfortunately, there is no way to do this. You could set up a coupon for repeat customers, for free shipping – but there is no way to only offer discounted shipping to your repeat customers.
If you mean first item is one price, then additional items are a lesser value, then you can do this with the built-in flat rate shipping: https://docs.woocommerce.com/document/flat-rate-shipping/#section-2
