delete blog without dashboard

I can’t find this post so maybe I didn’t. If I already did forgive me. I’m trying to delete a blog and when I googled it they all said to use my dashboard. I can’t access it with wp-admin which is the reason I want to delete and start over. If someone knows how to fix my wp-admin then I could keep my blog.
