I haven’t had any report that wasn’t working as expected, so I’ll have to take a look and see if there’s something we need to adjust for that. We’ll check it out and hopefully get it fixed in our next update (1.1.7.5)

Are you sure you don’t have some other plugin affecting that sort order? Or possibly your theme? You’ll need to switch themes and/or disable plugins to test that.
This is absolutely a valid bug, however, it is very easy to overcome.
It feels like a “caching” issue.
How to replicate the bug:
– Enable PayPal as a payment gateway
– Download stripe plugin & enable stripe plugin
– Adjust the sort order so the Stripe gateway is the preferred default
– Bug Found (Paypal remains the radio button selected by default)
The Solution:
To get around this simply “disable” the PayPal payment gateway, hit save and then re-enable it.
