Default Member Driectory issue

The default Member Directory isn’t showing all the users on a site I’m developing. Only the newest user’s cover photo shows and nothing else. No avatars or anything.

I’ve disabled all the plugins & tried switching to a default theme and it still looks the same. Anyone else having this issue?
