Dashboard Displaying incorrectly

When I try to connect to the dashboard on my website from my office, everything is in basic HTML. The normal menu on the left is just a list of links down the page with the actual page contents below, but again just in basic HTML.

When I connect to the dashboard via my phone (Verizon Network) everything shows up fine on mobile, and when I connect from home, the dashboard displays correctly.

This issue has only been happening since the 4.0 update. I’ve disabled my Themes, didn’t do anything; Disabled my plugins, didn’t do anything; re-installed WordPress, didn’t do anything. I’ve tried loading on IE8, Chrome, Firefox on multiple computers, same result with everything. Does anyone have any suggestions to fix this issue?
