Please try to temporarily deactivate the other plugins, switch to a theme from Twenty series then try to apply any bulk action or change from “Manage Galleries” again to see if you will be allowed to do so. We have verified it on our testing site and these functionalities are working properly in our case so it must be something with your setup.
