Customizing Theme

I want to use WordPress on the home page of my site. I want to have total control of the look, the links, etc. I want the header and menu bars to look the same on every page, but have WP only on the home page. I have no coding/programming skills. I was thinking that I could make a template in Dreamweaver to use for every page, and somehow add WP…I don’t know if that would work. If this is not something you think would be easy to accomplish with no code experience, is anyone willing to do the work for me? I will pay, of course.
