Customise Page error

When I try to access the theme customisation page I’m getting the error:
Cheating, are we?
Sorry, you are not allowed to customise this site.When I disable the shield plugin this error is no longer shown.
Could you tell me which setting(s) could be causing this problem?

The best solution for the problem you’ve described would be to try to debug it.
