Custom responsive menu bar/logo?

Hi there
My question relates the the following example..

I wish to integrate the menu bar for my website into my header logo.
It also needs to be responsive (my theme already is)

Just curious how difficult this would be or how I would go about commissioning someone to do this.

Any input would be greatly appreciated.
