Custom Post Type or just CSS?

So I am attempting to make my first theme from scratch and I have been reading a lot of different tutorials, including the codex. However, I am still having some trouble figuring out how to set up the layout. I have provided a pretty static example of what I am trying to achieve. It is not that complicated, but I am stuck on which way I should do this. Is this just a matter of creating a theme and styling the posts for my featured images, or should these be custom post types?
