You can sort of accomplish that with the plugin, Custom Fields Template.

However, after you get the Authors to fill in all those custom fields in the backend of WP, note that you will still need to customize your theme’s templates in such a way as to display that Custom Fields contents.
So if you get them to fill-in “Section Heading”…
then you need to put the code in your theme for ‘display the Section Heading field here’
It’s sort of like, separate building blocks. It’s not all neatly arranged within the post window, exactly.
If you want it allllll to just be templated text inside the post window, basically you just need to email that text to each author and tell ’em to start each post with that. Like, “Hello my name is ______. My post is about _______. SECTION HEADING: _______.”
