Excuse me! Make that the 2012 Theme. The custom front page template is PR’d here — http://wordpress.org/themes/twentytwelve, but when I go to the controls in my CP for Appearance > Static Front Page, there is no template listed on the drop down…
Did you create a static home page first as per:
http://codex.wordpress.org/Creating_a_Static_Front_Page
That’s where you should have the drop down – on the page screen.

In 2012 you can chose from two templates, a front page template and a full-page no sidebar template. They are available on a drop-down in the Page Attributes section near the bottom of the right sidebar of the page composition screen…
