CSS Stylesheet Editor does not create a css file

I am using the basic Twenty Eleven theme. Under Appearance, there is a menu option “Edit CSS”. When I click on this and add CSS styles and click “Save Stylesheet” the CSS file does not appear anywhere on my pages. Is there something else I need to activate? If not, then I will be forced to edit the theme css itself since there appears to be a bug.
