Hi,
the CSS exclude should add the CSS file name to be excluded, not the page URI
at bottom of page where you see CSS exclude , has a field called “URI exclude” , that option can exclude page URI from optimization

For your issue, if the Site URL you want to exclude is like this /siteurl/xx/random_url_here, You can just put xx in the excludes section to exclude every URL which has xx in it.

Instead of exclude URI from optimization , it is better for you to exclude the conflict CSS file from being combined

wp-content
wp-includes
into CSS exclude list, save and purge all , then see how it goes
