Can you try to turn Load CSS Asynchronously ON, Generate Critical CSS In Background OFF, purge a page cache and reload again to see it there any CCSS generated?
Load CSS Asynchronously is actually already ON and Generate Critical CSS In Background is already OFF?

any update on that matter?
as it seems I have the same issue. last time critical css was generated was on the 4th of June.
since ever then nothing happens anymore and when i try tu run the queue manually
i get this message:
Failed to post via WordPress: Our Critical CSS server is under heavy memory load and cannot process your request. Please try again later.

I’ve been told someone should be looking at this today, as you have the same issue it does appear to be a problem with their server.

just tried on my dev site – no change, CCSS is still not available.
I still see:

We upgraded the EU CCSS server memory to 16GB. Please try now. We were encountering a large volume requests at that moment. Thanks for your report.
