It currently doesn’t support for that kind of objective.
AFAIK, the image will change only when two variables are selected and matched with the specified image in that variation.
This functionality is handled in assets/js/frontend/add-to-cart-variation.min.js

Thank Kharis!
I have been googlering around with no luck. Suggestions to plugin, which might help me solve this issue? also tryed to find a plugin, which allowed me to use two images to make this product:
– background image
– transparent product image, where i can decide the colors with #hex-color. svg/vector like image i guess.

Would be a great workaround if the two attributes where working independently of each other. So the 21 color variable changes the main image and the 3 size variable decides what the price should be = 24 variables instead of 63
Have you seen “add-on” plugins:
http://codecanyon.net/item/woocommerce-extra-product-options/7908619
http://codecanyon.net/item/product-options-for-woocommerce-wp-plugin/7973927
http://www.woothemes.com/products/product-add-ons/
Maybe others.
The way they would work in your example is that you would have just 3 variations for size with the colour as an “add-on” selected by radio button, each with an image. I guess you don’t need an image per size.
I understand that product add-ons are unable to manage stock levels. I make no claim that they are fit for your purpose.
