Create roles that can create sub-roles

I’m trying to see if there are any plugins or hacks that can do what I’m trying to accomplish. I created a roles say “Organizations”. I need to enable Organizations to create sub-users and allow certain capabilities (read, write, update)for their pages. These sub-users can be already-members of our site or can be new members.
Any help will greatly be appreciated.
