"Create package" not visible?? | WordPress.org

After creating a new file in DM I don’t see any button/link etc. to Create Package. Saving and publishing yields no results. Please advise. I’m using free version.

Hi,
You can insert your downloads/packages in a page or post using available short-codes.

Use this addon http://www.wpdownloadmanager.com/download/advanced-tinymce-button/ to insert shortcode. It provides a easy GUI of shortcode list and let you insert those in a page.
