I am looking for a way to allow users to create or edit Knowledge Base Articles without being Site Admin’s.

The Admin Interface is just too much to allow just for creating KB articles.

I looked at the widgets and don’t see anything pertaining to this option.

You should find that “Editor” role has full access to the WP Knowledgebase. You may also want to take a look at User Role Editor plugin if you’d like to tweak capabilities for the various user roles.
