Create front page for wp blog

Hi

How do I create my mainpage of my site to match my blog with the same sidebar, header, footer, etc? except for the recent post?

My blog is at thereisecrets.com/blog
& I want the same look to my main page at thereisecrets.com/index.htm

I want the main page to be static without all the posts

Does this make sense?

Please advise
