If you wanted to allow the administrator to create an order for a user, they can create manual orders for users via the backend as described here:

Alternatively, the administrator can switch to a different user and place an order via the frontend using the User Switching plugin:
https://wordpress.org/plugins/user-switching/
For users, if they want to create an order as a different user, then they would need to know that user’s login details and place the order under their account. Otherwise, if a user doesn’t exist, they can just log out of their own account and enter the other user’s details at Checkout.

What i’m looking for is to send an order to a user/vendor so when this user logs in it can see what order he got.
Well, maybe i can explain myself with an example:
UserJhon creates an order and chooses to send it to UserCarl.
When UserCarl logs in, he can see that he got an order from UserJhon.
That a user can see the orders they made. As if it was a distributor.

The core WooCommerce plugin wouldn’t have any functionality like that. For allowing users to manage their own orders, you would need some sort of multi-vendor plugin, such as the Product Vendors extension from WooCommerce.com. It would allow each vendor to have their own admin dashboard for managing orders that they have received.
By default though, users wouldn’t be able to just make an order and choose which user to send it to. Each vendor would have their own products, and any orders for those products would be sent to the appropriate vendor. I’m not aware of any plugins for managing things the way you describe, however it could be possible to create something via customization.
