By default, an error notice should show up when existing customer tries to create an account at checkout:

I am using a multistep checkout plugin, I want to show an error notice exact billing section, but it’s showing at the end after adding payment details. can you please tell me the solution?

Since you’re using a multistep checkout plugin, you will want to check with the plugin authors on whether they can move that notice to the billing step.
