Create a Build a Boat Form

Hi, I am trying to create something like this for a client:

Does anyone know of any Free or Paid For plugins that would give me the functionality that I am looking for to make something like this possible without having to go thru a 3rd party company to have it built? Any help/advice would be appreciated.
