This plugin should only be invoked when emails are sent, which is a very rare event in my system. However, it seems to using a lot of CPU cycles. Why? And what, if anything, can I do about it?

This plugin is only invoked when emails are sent. When not sending an email there is no memory/CPU footprint.
Please have a look at the code before making this kind of statements that rely on nothing…
