Thank you for bringing this to our attention. I tried to replicate the issue on my site but wasn’t able to reproduce it.

If you only want to show Australia and New Zealand in the country list, please go to WooCommerce → Settings → General, and make sure both the Selling Location(s) and Shipping Location(s) are set to Australia and New Zealand only.

If that does not work, please share a screenshot of the settings you have configured under WooCommerce → Settings → General so we can take a closer look. You can use the following tool for screenshot: https://snipboard.io

Also, please share the System Status Report which you can find via WooCommerce > Status Please use https://pastebin.com/ or https://gist.github.com/ and share a link to that paste in reply here. Once we have more information, we’ll be able to assist you further.

To assist you further, could you please try clearing your browser cache or checking the issue in an incognito/private window to see if the same problem occurs?

If you still face the issue, please share a screenshot showing exactly what you are seeing on your side so we can investigate further.

Thank you for sharing more details about the issue. I have tried downgrading WooCommerce to different older versions, and I can confirm that in the backend the country dropdown always shows all countries. The settings under WooCommerce → Settings → General only apply to the frontend.

To assist you better, could you please let us know which version you were able to see only two countries in the backend as well?

That said, it is possible to restrict the backend country dropdown to show only the allowed countries, but this would require some customization, You can also ask your development questions in the  WooCommerce Community Slack as custom code falls outside our usual scope of support.
