    Please solve This Issue:

    Communicating with the WordPress servers is used to check for new versions, and to both install and update WordPress core, themes or plugins.

    Error Your site is unable to reach WordPress.org at 198.143.164.251, and returned the error: cURL error 28: Connection timed out after 10002 milliseconds

    wordpress.org has address 198.143.164.252

    WordPress.org does not have a constant static IP, its a subject to change for balancing issues,
    TTL is set to 10 minutes.
    Your DNS server needs to respect proper TTL and do not cache resolved names indefinitely or for long periods, also server administrators should not use /etc/hosts to hardcode wordpress.org addresses.

    Please contact your hosting technical support with this information, or in case you are administrating your own server – consider to implement proper changes to your server DNS resolver (or change resolver to one that respect standarts properly)

    A cURL error 28 usually indicates a server connectivity issue rather than a WordPress issue. I’d recommend checking with your hosting provider to ensure outgoing connections to WordPress.org are not being blocked and that there are no DNS or firewall-related restrictions on the server.
