Cookie consent not loading Frontend and Preview

Free version only. Current version outputs:
nsc_bar_nice-cookie-consent_js-js-after

That inline script calls:
window.cookieconsent.initialise(…)

But window.cookieconsent is undefined, so both frontend and admin preview fail with:
Uncaught TypeError: Cannot read properties of undefined (reading ‘initialise’)

No premium add-on, no JS delay/defer, no CSP block, plugin reinstalled, config reset.
The vendor homepage also appears visually broken in browser.
Rolling back to 3.8 works / does not work: [result].
