Conversion of websites to WordPress.

Hi,

My client wants me to convert these sites http://www.dineoutemirates.com and http://www.moviemedia.tv to WordPress-based sites. Any suggestions how can I do it?

Also, I suggested that we may have to change the design to make it more modern. I badly need a plugin or a theme that can somewhat imitate the dropdown menus as well as well, make it a bit identical to the original sites.
