Contract and forms before payment

I have events manager up and running. I promote and plan events/arts and craft shows, etc. What I want to do is allow people to enter items into their cart, then have them sign a hold harmless agreement, a photo/video release, sign the contract, and get tax forms as appropriate.

Is there an in between page before paying via paypal that can do this?

The vendors really need to read the contract and other info.
