Out of the box, WP does not come with a contact form.
If you use plugin for it, I recommend asking at that plugin’s support page so its developers and support community can help you with this.

Thank you for your reply. I do not use a plugin for it, and I don’t know what a “feature of your theme” means. I’m sorry. Perhaps contact form is not the correct term? On the contact page of my website, http://davidleisner.com/contact/, there is a form on the left side of the page for contacting me. It has worked for many years as is. Recently, for some unknown reason, it stopped working and tells the user to contact the Administrator.
Sorry, perhaps I do use a plugin for it and don’t know it. As you can surely tell, I am not very good with this sort of thing!
