I have used multiple contact forms and none will send a notification email to our admin email address.

I used WP mail log and it showed that my contact form submissions were being recorded, but nothing is being sent to our gmail account.

Try using one of the SMTP plugins: https://wordpress.org/plugins/search/SMTP

I tried to install a SMTP plugin and could not figure it out.

I have used WordPress for many years and have never ran into this problem. Isn’t there a way to figure this out without installing the plugin?

Sending is not really a WP problem, but an issue with either the mail transfer agent on your host or how receiving email systems treat incoming mail. Running through an SMTP server on your own email account (or one you create for the website) provides a better experience, as you can usually set up SPF and DKIM records that lead to your mail being less likely to be treated as spam.
