I’m having the same issue, so I’m Hijacking this thread.
I have an ACF field that requires text. I choose “is empty” or “not empty” to show or hide and neither is working. You mentioned the error log.

It turns out maybe that debug code is wrong, there is nothing showing in the debug with the latest updates.
What it is doing, lets say that it is a text block if I choose is empty but apply a colour background, it will still show the background. If I show it on a button in ACF the same thing, the text and link don’t show but the button background does. Here is a screenshot.

in your latest screenshot is no tag selected. But you have to select a tag to bring the conditions to work.
But your fatal error seems to be a different problem. This could come from an other plugin.
