I am not running a site cache plugin (W3 Cache is deactivated) … however I AM running WP Widget Cache. (Supposed to only affect widgets, but I just deactivated that now.) Other Running Plugins: Simple WordPress Membership, Simple Membership Google Recaptcha,The Events Calendar, Meta Slider, Akismet.

I have been testing/retesting this with a special $1 membership level I created. I have been deleting the test member from inside Simple Membership to test again.

Okay try the following disable all other plugins and carry out a test? Which PayPal button did you create in the plugin?
The PayPal hosted button is a Buy Now/Subscribe (see log).
Turned off all plugins except for Simple Membership.
Tested again. Same problem — the link generates a Page Not Found.

MMMM very strange, what permalink settings to you have set up in your website? In regards to the following comment.
The PayPal hosted button is a Buy Now/Subscribe (see log).
Did you create the button using the following settings in the plugin. Go to WP Membership -> Payments -> Create New Button. Did you select either PayPal Buy Now and or PayPal Subscription?

Try reinstalling the plugin, see if that fixes your issue. If it doesn’t I will have to get the plugin developers to investigate further your issue.

I am not sure what could be happening in your site. The plugin developers will investigate further your issue.

You have edited the registration page that our plugin creates and messed things up.
The following registration page doesn’t exist anymore on your site (you have likely deleted it or moved it)

Read the following documentation which will show you how you can recreate the required registration page and update the corresponding settings field:

After you fix it up, you won’t see that issue anymore.
