Compatibility with Woodmart Theme

Issue : disabling all access to “Woodmart Sidebar” and “Woodmart HTML Block” still doesn’t hide the section itself

Steps to reproduce :
1) Install Woodmart Theme
2) Install User Role Editor
3) Disable all Woodmart Sidebar acccess
4) Disable all Woodmart HTML Block access

AS IS : user can still access the Sidebar and HTML Block page in read-only

TO BE : user should not be able to access those sections if the access to all of the available settings from those sections have been disabled
