What is “allow comments on posts” – comments icon, comments below the post…???

Usually after a blog post there is a place to allow comments. On my site there is no place to allow comments.

This has nothing to do with Hueman theme, but WP generally.
Reading carefully following from Codex and WP generally regarding “Settings -> Discussion”:

and after that & checking proper boxes comments should work.
