Who is your host? I had this issue with Yahoo! webhosting a few months ago. I contacted them, and they had to do something on their end.
Have you tried:
– deactivating all plugins to see if this resolves the problem. If this works, re-activate the plugins one by one until you find the problematic plugin(s).
– switching to the Twenty Eleven theme to rule out any theme-specific problems.
– resetting the plugins folder by FTP or PhpMyAdmin. Sometimes, an apparently inactive plugin can still cause problems.
– re-uploading the wp-admin and wp-includes folders from a fresh download of WordPress.

okay I tried all of the above and nothing worked.
Maybe you should check the theme’s code to make sure it is configured to display comments.
@luvboxers do you remember what your hosting service did to resolve the problem?
Now can we see the site using Twenty Eleven with all plugin deactivated?
