Comment Form Like the one provided by WordPress.com

Hi

I am developing a site using WordPress (.org) and I need to create a comment form similar to the one in the links below

http://hello.wordpress.com/2010/04/13/win-this-blog-video-contest/
http://sachin.wordpress.com/2011/07/14/back-off/

I had tried real hard earlier, but now after some research 😉 I have come to a conclusion that these comment forms are by default provided by WORDPRESS.COM, and they are different in .ORG.

I have tried opening any random wordpress.com site and found the same comment form on each site.

Is there any alternative for sites developed using WORDPRESS.ORG ?
Any plugin or code ?
Anything will help.
