I can only answer questions about my own plugin.
However, if it’s gone from the plugin directory the author would have asked for it to be removed. As for why, you’d have to ask them.
Worth noting that plugins removed from the directory are not necessarily removed from the SVN repository. http://plugins.svn.wordpress.org/codestyling-localization/trunk/

@timwhitlock, I’ll resolve and close this for you.
To clarify, the plugin review team closes plugins by request, but also for security reasons or guideline violations. In general, I would not recommend using the code of a plugin removed from the repository.
