• Hi, I am a consultant working with a client who is not very technical and neither am I. His website was built in wordpress by another agency he no longer works with.

I’ve read I a number of posts about lost ADMIN access but none of the solutions work for my situation. I need to get admin access so I can grant the new agency access to wordpress to make changes to the website. He no longer has access at the ADMIN level. He also has AWS hosting his website and he does not have login access to that account (great, I know!) Is there any way I can reset the account so his login is at the ADMIN level?

Without hosting access, there is no chance of regaining access in this situation. Is he at least the owner of the domain? Then you could set up the web somewhere else (completly new) and move the domain.
