Client add/edit screen freezes with many users

Because the users list dropdown tries to load all available users at once on the OAuth add/edit screen, when there are many users in the system (like several hundred or thousand) – the whole page freezes until the list is loaded. The select on the add/edit page should be replaced with something like Select2 with ajax search and paging to reduce the load to the bare minimum needed.
