Changed Permalinks, Now Site is Down

Earlier today, I changed the permalink structure of my site to reflect only the post name. This is an already built blog with 30 or so posts and about a dozen pages. Immediately, the WP console was inaccessible and the site is now down. Is there a file I need to change the parameters in? Do I need to create a .htaccess file?
