Change web hosting?

Hello everyone, I am creating my site with WordPress, until now the Astra theme + some plugins but I find my site quite slow, on google’s PageSpeed Insight I often have

Reduce initial server response time

which takes around 5sec and I feel real latency compared to other competing sites, I was thinking maybe changing host (I’m currently at HostGator with the CloudFlare CDN) but can I be directed to a European or French host (the market is french) ?
Do you think the host may be responsible for this kind of latency or if anyone has any other idea where the latency might be coming from?
