Private Pages created by Client Portal are Custom Post Types and WordPress doesn’t have support for Custom Post Type templates.
You will need to create a Custom Post Type Template (Template Hierarchy) for your Private Pages, name it single-private-page.php, and add it inside your Theme’s directory.

Thank you, I have a separate problem today i have the pages built for each user and it worked for a while but now when logged into the appropriate user the page simple displays that you do not have permission to view this page message. What as changed?

Did you install a new plugin that restricts the access to post/pages/cpts based on user role? Did you modified the user permissions recently?
Did you tried to deactivate all other plugins to see if there is a conflict?
