Change Menu Bar colour

Hi guys, the website in question is http://totk.co.uk/ basically the menu bar used to be red.. for some reason it has now changed to this off white colour, I have built other websites and I have never come across this before. When I try to do it the simple way and go to dashboard> customise site> colours the colours option has gone completely. When I add the code to the custom css:

background: red;
}

Nothing changes. Any idea what I am doing wrong?
