Change location of Error Message

Hello

Under the header, Im getting the error message “There is a problem with the feeds you entered. Go to our support page to see how to solve this.”
– discovered that the site it was pulling feeds from temporarily shuts down for maintenance occasionally.

Request: how do i change LOCATION of the error message such that it is displayed in the content block for the feed instead of underneath the header ?
